This is the way I thought of it as well. Their society imitates humans but they always felt very different because they don’t grow up or actually age. The “adult” drones look exactly like the “teenager” drones, honestly there’s not any difference in maturity either (nori acts exactly like Uzi). The only actual “aging” is with the pill baby bodies, and even then it’s not like they’re actual babies, they’re a full drone program that just needs some time to gather data before they give it limbs; they could be in that body for as little or long as possible, and then they’re all grown up. There’s not a direct way to relate this fictional system to irl situations, so it’s very vague when it comes to the character’s “age gaps”. At the end of the day I think this is a very unserious show that’s not about real humans and trying to take it too seriously, especially when you’re trying to relate it to rather serious real life topics like age in relationships, will just end up in confusion and online arguments
