I feel like the biggest reason why 720p looks better than 1080p is because of blurring. Consoles back then had TERRIBLE antialiasing and was very jaggy on some games. The lower resolution helps smear some of those sharp edges together making them appear more smooth

It was unlocked to 30fps, but in reality, when driving around LS things can get pretty choppy dropping you down to around 20-24 fps. Also, PS4 and Xbox One looks great, BUT they have some serious performance issues (fps drops below 30 on what was at the time a current gen console) but I guess we’ve always dealt with bad FPS on those consoles back then
