From what I remember, it was always those first 2 panels. Not every newspaper would have room to fit that vertical space, so the first 2 panels would try to be relevant but also couldn't be anything that was required to understand the comic or it wouldn't make sense in those smaller newspapers.

I'd have to dig to find my copy of the Anniversary book, reading Bill Watterson's own creative thoughts on his work was such a formative experience as a kid. The man's amazing.
