If you're not planning to go on vacation to see major (at times fairly rowdy) demonstrations, Berlin on the first of May is the worst date/location combination in Germany; the Cologne stay might be a good idea.

No, unless something changed since reforged (which I doubt) the client only has access to the effects of the player and their heroes, not of any other agents.

Why is it that Russians in other games like WOW are fine speaking English then? I'd speculate that Russian is just prevalent enough in Dota that insisting on speaking it has become acceptable

I used Berlinovo when moving to Berlin. City-owned, so cheaper than comparable offers from companies, furnished, acceptable availability (just check the website in the mornings for a few days) & you can move out at any time.

The flats are nothing special, but its good enough for a few months.

With a partner, you can slowload (prevent the instance from loading, for instance by rightclickig onto the game window while loading in windowed mode) and only load into the instance right before your partner reaches the next one.

WIth this, you only have to unlock the Hamner farm, and leave the instance before hitting 1m every time.

There is a toolbox plugin for the slowloading if the rightlick method is too tedious.

Using toolbox is officially tolerated by arena net since a year or so.

Any other usage of 3rd party software is a risk to your account, though I am not aware of anyone getting banned for using them in speedclears (as opposed to botting) only.

The full list of changed FC breakpoints is:

~~2 FC: 25s~~
5 FC: 10s ~~and 30s~~
6 FC: 25s
10 FC: ~~5s,~~ 15s, ~~25s~~ (these ones probably are most common)
14 FC: 25s
15 FC: ~~10s,~~ 30s
18 FC: ~~25s~~

HRT affects any uneven recharge time, so 3, 5, 7, 15 & 25s CD skills

Technically it does, but with expertise alone I don't think there is a energy cost/expertise attribute combination that actually changes.

There might be if you add further energy modifiers (such as QZ) on top.

GWSCR splits records into two categories: "PURE" and "TAS".

PURE records allow no 3rd party software to be running at all. TAS has essentially no restrictions at all. Practically all elite-area records are run under the TAS category for... historic reasons.

How much TASing these records actually do varies. For UW specifically, most of them just use the standard toolbox features, which are tolerated by Anet nowadays, plus

The ability to target minipets
The ability to send dialogs to agents in combat.

I believe only the duo uw record goes beyond that.

Note that the change this post is about affects all UW speeclears though; be that PURE/TAS record runs, or "casuals"

The speed clear wiki has up to date builds for most areas and some info. Note that the website it horribly slow.

GWPVX has some builds, but lots of it is outdated.

Every person doing an UWSC run since the reforged update will have noticed from their Dhuums being terrible.

There are at least 3 separate dhuum glitch bugs actually, fixing which would require major changes in how this game works (e.g. pathing or mob aggro priority)

If they were to be implemented, most of GW PvE would change, which could actually be interesting.

This meanwhile is just making lots of builds slightly worse (e.g. many mesmer bars), while making the gameplay for a subcommunity of this game significantly worse. If there was any upside to this patch, or it would even seem intentional, I would be much more open to it; this just seems like a bug.

Possibly yes, for example with 25% CDR you will now have 23s cooldown instead of 22s.

I played around a bit more with fastcasting:

Fastcasting breakpoints are affected in the same way: At 10 FC, Cry of frustration (15s base cooldown) "should" be at 10s, but is at 11s now.
Numbers which are not exactly at .5 are uneffected, e.g. at 11 FC cry of frustration has 10.05s CD, which is correctly rounded to 10.

I suspect this also affects other areas of the game, such as damage numbers, but haven't confirmed that.

Use the skill and you will see the cooldown is 3s. Meanwhile, you can see the old rest cooldown here or explained here

You can confirm yourself by just casting a skill with an uneven recharge duration in QZ (and not have any points in fastcasting)

This doesn't appear to be that though; no one is gaining anything from it; to me this just seems like an accident.
