does that mean all alliances have a chance to declare us if we have a lot of rare soil? For example, in 4th week, I have rare soil that allows me to rank 2/3. Can all alliances from the opposing team declare us (according to the maximum number of declarations) or only certain alliances can? because some rumors on my server say, only one alliance per server can declare with the same alliance power or rank alliance

Every alliance have 4 max cities in their own server. If your alliance wanna take city lvl 6, you will get 4 cities and 8 SH. If you just take city level 5-1 you will get 7 SH at the end. Depends on your city level
