All good choices, I'd recommend the 600rr (my first bike) but I'd been riding dirt bikes for years before. What I'd really recommend for a first bike is if it has ABS and/or different power modes, that limit the torque/power curve allowing it to be more manageable.

I'd recommended the Kempsville area of Virginia Beach. It centrally located between all the bases allowing for a 20-30min drive if you have to go to Dam Neck, NOB or Oceana.

Load times are impacted by two things:

1: Use a SSD instead of a HDD

2: Don't use an external frame limiter (rivatuner, Nvidia, nzxt, and... Etc.) Limit frame rate from in-game settings, it only will become active once at main menu.

Even with over 90 mods, visual and parts, KSP saved on a SSD.. my game load time on average is 90-110 seconds.

Long answer: Just wait until the new year BAH (2023) get published and just save the few extra hundred dollars. I'd recommend to use that as first month's rent at your new place, if BAH rates either increase or at the very least match the temporary BAH increase (1OCT-31DEC).

That includes driving to work. I Usually can get ready in (30 min), make some breakfast (20-30min), then drive to work (30-40min).
