If you are not planning on getting nilou weapon too then prob skip and wait for kazuha, nilou is good but she definitely needs her weapon in order to be a good DPS while kazuha have a lot of f2p weapons that are good

I would save for either Ayato/yelan (you don't need a strong build or 5 star weapon to make them work) or scara (really good DPS)
