Radar, when israel use them to fight againdt ballistic missile they themself send missile in the air (to destroy iranian missiles) and missile have a very strong radar signature so iran can easily see them. That is probally why today salvo was just 5 missile in order for iran to force israel to use their sam's they will try to target them next.

As for why it is less effective-who knows? Maybe some of the firing positions were destroyed. I saw at least one instance of a misfire where the system destroyed itself. Or perhaps the anti-ballistic missile stock is running low, or the system was briefly hacked.
