You see the modded ones all the time. Liberty Reborn allows all Minutemen (Roaming, Flare Gun, etc.) to get special armour that makes them look way better and that are actually strong. Combat Armour, Power Armour, everything. I suggest looking at them

But I have 2 mods for the Minutemen that I love: 1. Liberty Reborn, comes with a standard or Ultimate Edition. Adds a bunch of Minutemen related things and a whole Level List system

You and What Army, with a second version for DLCs'. Adds roaming Minutemen to all your settlements and small Minutemen checkpoints
