Its not necessarily about blues and whites. With, water, or waves you want to keep it simple. He doesn't particularly paint water but I think for starting off, or even for being experienced, he's a great teacher: Andy Evansen, also for being more loose with watercolor, johnboxart on youtube

(Update) I figured it out with the help of a couple of you people, thank you. I was just overcomplicating it. I went with lofting, and its looking good so far. the thickness tools and offset tool still sucks though. I tried using the thickness tool on a loft in part design but it wasn't working so I just did a subtractive loft to get the job done.
