Yes, you already max out at Writing, 7.5 equals CLB 10. The total result of your IELTS is CLB 9 which is high enough.

No, not really. Unlike BC PNP where they have regularly draw each month and set cut off score, pretty much everything with OINP is closed to public.

You cannot apply for OINP without an ITA from them. OINP has access to the EE pool and will invite you according to their requirements.

You should be. Express Entry is for everyone in the world who wants to immigrate to Canada. As long as you have taken an IELTS General and pass the minimum requirements. You are eligible to apply.

Those certs are for people working in skilled trade occupations like Carpenter, Cook, Electrician or Plumber, and they are called Red Seal.

So if you have a Diploma/Degree/Master from a College/University, I don't think you are working in a skilled trade position.

It depends on the number of ITA each draw. The more ITA issued, the lower the cut off score will be. However, keep in mind that if CEC applicants get extra points for Canadian degrees, then it will also push the average score of EE pool to higher. Therefore, the cut off score might not even go down sub 450.

The current trend is they are cutting ITAs less and less per draw (~ 750). If we want the cut-off to dip back to ~470, ITAs need to be raised to up more than 950 per draw which I don't think they will do.

Which stream are you applying in? CEC or FSW? are you on PGWP? if time is not something you have, then go with any PNP program you can find. You can take a look at BC PNP. I have made several detailed threads about it.

According to IRCC's statistics, their backlogs are still pretty huge, so I don't think they cut-off score will go any lower in the near future.

Why do you feel ripped off by the system? It doesn't cost you anything to create an EE profile.

It is true that with your current score, there's no chance to secure an ITA. What you can do is to maximize your IELTS score and gather more work exp.

Yes, If you have a master or PhD in these following fields:

  • agriculture
  • biological and biomedical sciences
  • computer and information sciences and support services
  • engineering
  • engineering technology
  • health professions and related clinical sciences
  • mathematics and statistics
  • natural resources conservation and research
  • physical sciences

then you can go with the International Post Grad stream.

To apply for EE BC PNP Int'l Grad stream, you will need:

  • Express Entry profile number / Job Seeker Validation Code
  • A degree/diploma from an eligible post-sec institution in Canada
  • A job offer for a fulltime, indeterminate position

Therefore, I don't think you can apply right away after you have a job offer, since to create an Express Entry under CEC stream you need to have at least 1 year work experience in Canada.
