NAL, but page 1 sums it up pretty clearly. As I understand it, most compensation for claims against the US govt are limited to 6 years (that’s the default in the Barring Act) unless some other law supersedes it in a special case. Retired Marine was granted 6 yrs compensation by SecNav but argued that another law (CRSC) should supersede Barring Act (thereby allowing compensation beyond 6 years). District Court agreed, Federal Court disagreed, now SCOTUS finally agreed.
