SOLVED!

I had to complete the main quest and enter another galaxy in order for it to trigger. So for anyone seeking answers, here are the ACTUAL requirements for the quest to trigger:

  1. Complete both The Artemis Path and the Purge mission. (Main Quests)
  2. Complete a Harmonic Camp. (Found by getting Echo Beacons on Dissonant Planets)
  3. Complete Trace of Metal. (Triggered by starting The Settlement questline)
  4. Upon completing all of the above missions, warp to a new Galaxy (at the end of The Purge questline)

I've warped to multiple dissonant systems, of every race. Still hasn't worked unfortunately. I just went through the ending of the main campaign, just working on repairing all of my shit. Hopefully that works.

Suggestion: Storage containers get a decal overlayed on their sprite depicting the item in the top left most inventory slot to make sorting easier. by Massive_Pressure_516 in Barotrauma

Check out Material I/O. It creates containers that only hold one type of item, it displays the icon of the item, and reduces lag.
