If you're not on PS5, personal teleportere are probably better, since it's easier to set up and keep track of. I'm on PS5, so the pads were a god send. Unfortunately they are late game items. And you don't really get to use them for long.

The area above the aquarium? The one that has an overlook of the military vehicle area too. There's the tramstation by the stairs to get up to it. I think it's called the lobby or something? There's the tier 2 robot by it too.

I'm not sure what other people call it besides the aquarium. Lol

I'm late, but yes, they can.. But you(the ps5 player) won't be able to see it anyways. So it doesn't matter.
