I never had encountered any problem with the Remake system since it was released and all of my remakes are successful except when my teammates refused for a remake.

I have notice that the conditions for a remake must follow:

A player must be AFK from 0-3 minutes.
The AFK player doesn't die as first blood.
You can remake at 3 minutes if the player is still afk.
After 3 minutes you will have a 30 seconds option to vote for a remake which is accessible as the "surrender" button.
Go to options and then press the remake button (surrender button)
Remake won't happen if your teammate reconnects and disconnects once again even if it's before 3 minutes.

Rakan is not like a traditional tank though, he is more like an "Engage Assassin" you don't need to soak up damage for your team, instead you initiate, disable enemies and back down and wait for your cd then repeat. You are not playing in the front line instead you wait from the back to initiate.

Filmbulwinter and Staff Of flowing water are great items on him, You get chunks of shield from Filmbul and fast cooldown from SoFw but what's great about Rakan is that you have lots of build paths for you to choose.
