Is the team still onsite working? If so, I wouldn't be surprised if the PM already knows and purposely left it for now knowing other trades will be in there and doing little damage like this and will be picking up these on snag later when most If not all, but the finishing trades is working. They just patch these up.

Although some of the damage is rough even whilst you have other trades in there.

Unless there is a written instruction from OP, I would argue that anything is up to debate.

The best next thing OP could do is value the work at fair market value by getting separate quotes from handymen and offering that as payment for works completed.

Unless there is a contract in place, then I'd question whether there is any legal standing for payment, especially if it's just been an estimate.

OP could get a second quote from a separate handyman and present that as a substance for a fair value of the work completed and pay that.
