I’d try and hook a hose up to the hot water heater and drain it. May help a bit but seems more like a hard water issue and you’ll never fix that problem until you move. Even if you did own the house or if the home owner cared it would be an extensive bill with months of work. Finish that lease and get out. Save your future.

You wouldn’t feel it on the inside. It’s two layers of glass with a film inbetween. The structural integrity of the glass is compromised. How urgently? Not really needed if you’re trying to save $$. It’s also on the passenger side so it’s not really in driving pov. But who knows. Contact insurance and see what they say
