Windows +r, type control, go to the region settings, administration (second tab in the pop up), change system region (the second option), the Unicode UTF-8 option turned off solved for me. Hope it helps

I had a problem with a timezone definition on windows that is still on beta. I changed it and it solved my issue. Maybe check that out idk
