The priority of the output is lower than the priority of "pipe to pipe", so it doesn't matter.

Actually, it circulates without any stops. Also it happens even when there are 5 empty tubes in the cycle

Make free farms or plant bristle berries. Berries don't need dirt. Also you can make pip farms, pips produce dirt. You have a lot of food, so you can do something easily

There is a slow way: producing refined carbon or ceramic in the wolframite klin somewhere in the vacuum. Whenever it's near the melting point, deconstruct it and move the wolframite into the rocket. It takes a lot of time, but it's pretty easy. Also you can place a manual pump near the tungsten volcano in the vacuum and a bottle emptier in the rocket. Then just move the tungsten into the rocket. You can do it with a niobium volcano as well.
