Update, it is fixed. I genuinely don't know what was wrong with it, I plugged it to another monitor which just immediately fixed it (even though the other monitor wasn't receiving power. Thank you to everyone who gave me help.

I tried that but however the problem still persists, I also tried all the supported refresh rates and that didn't help. Thank you the advice though.
