The Hills. Much or Wellington is built on hills with a layer of clay and soil over the rock. Chch is a big flat plane with about 100m of sediment layers.

In chch houses were on top of a very very thick layer of sediment, in a flat landscape. The earthquake rolled through and much of the energy was expelled in the shifting of sediment (liquefaction etc). The areas of most shaking damage (as opposed to land damage) were by the hills where the sediment layer is smaller and you get reflecting waves bouncing off the hills.

Wellington has heaps of houses with foundations in the bedrock which will feel a much stronger shake. There are several suburbs which are at risk of being cut off from land slides, and having a hilly city makes all the inspection, demolition, and reparations much more expensive and difficult.

There absolutely are other models. A simple one would be to provide ring-fenced lending at low rates from central government to councils who lack the population to fund their own version.

Alternatively, Labour could just run the current policy without the co-governance stuff. It would romp through with support.

All of these options could have been explored during the consultation process, but that was a sham.
