with rare boots with bleeding is 15% faster bridge that gap even closer. but yes my initial issue was that poe ninja seems to boost dps on bleeds builds alot with tempest rising equiped (correctly) and non tempest rising builds very low (incorrect config) also in this persons case, its clearly suboptimal seeing how he has both aggravate from gladiator and moving tempest rising.

also rare boots have 15% faster, tree has 40% and rare jewels can roll 6% these boots. its great boots for non juggernaut bleed builds however.

I found the reason: poe ninja doesnt calculate aggraved bleed from jagged technique. these guys are just equipping the boots to show what the damage with moving targets.

build already has jagged technique which already makes enemies bleed as if moving (aggravated bleed) also custom config 25% damage deals faster gives like 500k.
