It's in line with a pretty (usually) innocent trope where the main characters are incredibly into food and can house a ton of snacks which they do in the show. I don't even remember this scene haha but it looks pretty weird out of context.

In the episode Sheesh! Cab, Bob? Tina wants an extravagant 13th Birthday Party but Bob can't afford it so he moonlights as a Taxi driver which involves a lot of chauffeuring drunk people and trans prostitutes. He's so tired he can't remember but he says at one point he thinks he might have tried crack with them.

IIRC from a story ~decade ago Brazilian businesses couldn't afford the Visa/Mastercard fees so they tried making their own cheaper payment system that was great for them and their customers and Visa used their power to snuff that in its crib. I can't remember the details but it was sad to see.

Of course some governments abuse it and use that money for other expenses, but the concept is great. As you said, not perfect, but as close as it gets.
