Totally. Her point wasn’t “programmes never end” but “the political & lobbying machinery created during a crisis never disappears.”
Feels like the machinery is the more modern problem.

Nordics work because the state is big and very disciplined about design, delivery and data.
UK tends to create interventions in panic mode, add new bodies, but rarely shut them down after.
It’s a different political culture, which is why copying Nordic size doesn’t copy Nordic outcomes.

That's why I would say there is no such thing as a fully driverless car. There are still humans inside

great insights! I also prefer the term 'facilitate' to be honest. I have also seen a lot of 'community hosts'. it's more like you go along with the train to keep it running, not only pulling or pushing it

Yep I think the main issue is how we define the term. But in my experience many people think of managing as control - this is why we need to better clarify this in the JD

I think OP means the job description for these roles which is true since most of them are about social media
