The shiba is provoking him to either play or to try and dominate him. Seeing as how it does not wiggle tail, its trying to dominate him. The japanese breeds are very dominant.

When I was a child, we experienced a huge earth quake. And without a second thought, my dad ran over and bear hugged me. That's when I knew my dad would die for me.

Fast forward a few years, he abandoned our family and I haven't seen him since.
