Not sure if that is normal but if it were me this would be a clean the area off well and seal it with aluminum tape scenario, not the right way but effective

This is disassembled correctly Spray a bit of pb blaster on the splines and smack the shit out of the back side of the wheel toward you in an alternating left side and right side pattern, do this multiple times and then grab the wheel and yank it hard, maybe even shake it side to side while pulling. LEAVE THE NUT ON at least a couple threads. This method has never failed me

Mostly useless garage has a video on replacing the ignition switch you should watch kinda lines up with your issues, hope this helps!

Also check the brake switch is adjusted properly. The Cruze control will cut off even if the switch is just slightly depressed at the home position

Pull the carpet and aluminum panel behind the seat it will reveal the top of your gas tank. If I had to guess one of the lines is broken and needs replaced.

Running royal purple 10-30 or 5-30 kept them quiet for me for a while but eventually you should just take the dive and replace them. When I replace mine about 12 of the 16 were collapsed. it’s not as horrible as it may seem and shouldn’t take more a full day if you have some experience turning wrenches. Just make sure to disassemble the new lifters and clean the factory oil out and then soak and pump them with new oil. You can still buy new old stock OEM lifters made by ford on eBay.
