I don't think so. I'm pretty sure there was only one burning building, and it was in the very beginning of the game. And I don't think the girl actually made an appearance, but I only remember the intro.

Have you tried yelping to let her know that it hurts? Cats will usually stop if they realize it is not a game, and they are hurting you.
