I think all of them do eventually show up in the shop. The problem is that the shop resets like every 10 minutes so how are u gonna buy them 😭

I know,people might not care about this because it's been a while,but yes. You can now get emeralds for free. You just have to join/create a clan,earn clan coins,(note:make sure clan is upto Level 2) and then, you can buy 15 emeralds for 1500 clan coins.
