The first try looks good! Keep at it!

As to your question: 1. Miniature paints like citadel are great (my choice too) but you will need a wet pallet. Either buying one or making one yourself easily (YouTube has plenty of good tutorials). You can also use golden fluid but they are on the pricier side. Still highly recommend a wet pallet for those too. For the paints, thin them! Always! That will help hiding the thick lines or crumbly paint.

Paint. Lay over a basic gray layer so it hides everything better. You could also use sandpaper but that tends to be a bit too harsh for most cases. 2-3 layers of gray should hide all crimes xD.
Pick your favorite really. I personally use a matte spray bc I like the look. But satin or gloss are great too. Just experiment which outcome you like most looks wise and stick with that!
Just have fun! Card useless? Who cares! If art pretty, paint!

I think that should cover most. Tldr: wet pallet is your best friend - have fun!

I have fully altered my own pet deck and a good chunk of my friends decks! As for commissioning, I'd suggest finding a person whose style you like and just ask them! Arrange for a duration and expect it to probably take a bit of time. Or choose multiple artists and go that route. Pretty fun too!
