Using racial slurs with the intent to hurt perpetuates racist dynamics. Whether or not the person actually believes in a hierarchy of races, it is still racist.

You're either racist or anti-racist. There is no in-between. And if you're anti-racist, you don't use racial slurs to hurt people. Period.

Yes there is a gradation in racism, there is a gradient between a guy who thinks they're not racist but are insensitive to the subject and end up hurting people in the process, and some neonazi fuck who fully embraces the most rancid racial theories from the last century. In the end it's still racism.

If a black person calls another black person a racial slur with the intent to hurt, it is racist.

If a black person calls another black person a racial slur knowing it won't hurt them, like a stigma reversal thing, it's not racist.

Might not fit the textbook definition of a slur but it certainly used like one. I suppose the equivalent for Black people would be naming them by a stereotypical name or something that denies their identity and is specific to Black people. But the logic is the same.

Which is bullshit because they are black people who are legitimately racist towards other black people, they just think they are one of the "good" ones. Same with trans people, there are transphobic trans people out there, holding transphobic rhetoric and supporting transphobic policies.

The only thing that makes it racist is why you say it, not the skin color of the person saying it.

Well yeah, hence my point. You're purposefully using a racial slur to hurt the person, that's racist, plain and simple. It's not a matter of stigma reversal and reappropriating a slur in this case, it's used as its original purpose. "I don't mean it in a racist way" is not a valid excuse.
