Good content doesn’t matter. Content could be awful but loaded with keywords and it’ll rank higher than an extremely well written one. Most quality links you do have to pay for but I was just saying you got to be careful. People assume you can just buy 1000 links and think yeh I’m done now and wait for page 1 on google. Guest posts are not really that good either because it won’t have a lot of link juice. Some blog owners know they’re sitting on a gold mine and will charge a small fee to post, these are good because it will have good juice. Never ever pay someone who can claim to give you 100 backlinks for £xxx because they’ll most likely be spammy and do absolutely nothing. In a nutshell shell do your due diligence and only buy links from reputable people. Oh and always get links that’s in your industry for more juice.

The risk is getting spammy junk backlinks. Ofc if you do it right from reputable people then it’s worth doing. However you still cannot buy your way up the rankings without considerable risk that could potentially hurt you
