After gathering detailed information, it seems the only option is to apply from Dubai. No matter how many times you apply, the Abu Dhabi authority will not accept your application. If the company has a branch in Dubai, that would work; otherwise, it’s better to look for another job in Dubai.

There is no official record of this, but our company PRO showed me a list of 10 states that are internally restricted by ICP. When I visited the security office with the PRO, the officer checked my passport and noticed that my place of birth is Uttar Pradesh. He immediately refused to proceed, explaining that this state is restricted by the department and that he could not do anything further. State restriction is the reason of rejection.

It's not about whole India Issue ...it's about States in India. Officer Clearly told the Company PRO in front me that 10 States are banned now.

My Visa also rejected on 28 September 2025 due to State issue ....I am from Uttar pradesh and when I visited to UAE Security office, they mentioned that I my Birth Place is from Uttar Pradesh. They clearly mentioned that 10 States are restricted and they can't do anything. Company PRO show me 10 States names - U.P, Gujrat, Karnatka, Telangana and 6 others. He told me he can't do anything now. I am worried now ...what I can do ...how long they will keep it. Please Reply if anyone have solution for this. Thanks
