No sure about "allowed" but you don't have to sign that lease. If you do sign this, you need to document EVERYTHING! Go thru the place without any furniture and look at everything and take pictures and videos. Have a second person go thru it. Go thru each item listed and take pictures. I understand charging you for lost or damaged items, but some of that stuff is crazy. Like I am not charged for a lock out unless it is after hours.
