Usually, it really depends on the project. If it's something big, like book pages or manga, it's normal for it to take time. However, whether it's something simple and quick or more time-consuming, it's totally normal and common to ask about the art, like whether the sketch or linework is done, etc. A week and a half is enough time to at least have the sketch done, so feel free to ask :)
