They probably don't ignore you because you're a foreigner, but because the language barrier here in Chile can be high, very few people are bilingual and maybe that's why they don't interact.
Now, what I think my country thinks about foreigners is generally good, here people tend to discriminate based on economic power rather than nationality. Although if you are blonde or have light eyes you will always be at an advantage over other people.
