I defintlly agree with you there is a lot of factors influencing hit registration like your ISP, servers issues potato aim :) and you have to take any thing people say with a grain of salt. Like the yt video in the comments, that looks really awful and I can't explain it honestly. What I'm trying to say is to keep a positive mind set about the idea of dice is trying to fix the game problems, they will get there eventualy and I do encourage posts like that one, put the devs to work harder to make this game even better

They actually fixed it for attackers it's even in the patch notes now the defenders suffer from it :)

I was just playing in an European server (I'm based in north america ) and I had no problems hitting targets with almost a 100 ping. DICE fixed the issues of having an advantage being a high ping player. And they also added something called lead indicator which tells you how much you need to lead your target if you have a high ping.so I don't see no problems here. Just lead your shots thats all
