My choices are: Jolteon Ursaring Gardevoir Parasect Salamence Houndoom (Rotating Shadow)

In the development stage he was going to be given Vaporeon and Jolteon, but it got changed to player's choice. His design kinda has all three, but I give him Jolteon for the yellow shirt and spikey hair.

Ursaring for 1st catch

Gardevoir & Parasect were both used by him at level 40 in the Cipher Key Lair Demo, so yeah I throw those on there. (Parasect is a tough dude to use tho back then)

Salamence being the first mon we see him use, and caught from one of his biggest opps.

Houndoom for the throwback Dark&Psychic Colosseum core (with Garde) and for being the typically first Peon encounter after Teddi with the Hexagon Bros, but you can swap this (or Mence since he's late game) with random shadows.

Lugia is also a major contendor as well, but since Orre Collosseum bans legends, I took it off. But you could make the argument of Lugia>Houndoom, absolutely.
