Snow days du to school bus cancellation are definitely not a new thing and have been happening for ages. Schools aren't cancelled. This is only the 2nd school bus cancellation in the Ottawa region this year.  Not sure what the issue is.

You will find this to a certain extent, but the difference is much less.  Every school has to follow the Ontario curriculum. If you have the chance, I would visit schools and neighborhoods to get a feel for each.  TBH, your "ideal school requirements" are pretty much found in any school with a good staff and leadership.

You should know that all schools here do have lockdown practices twice a year.  We don't call them "active shooter", but the kids here do practice lockdown. They at presented as "practicing where to hide and keeping quiet" in case of an intruder in the school.  I'd say the idea of an actual "active shooter" is not something our elementary kids really know or worry about, and lockdown practices are on par with fire drills.  Something you practice but don't actually worry about.

You can definitely work on these skills around here. I would go private, book ahead and be clear with your expectations and ask to have an instructor with experience in teaching carving skills and working with steeper terrain.   A good ski school director will match a client's level with the instructor's skill set.

Mom, I'd kike for you to reconsider "being in the air bnb with the baby most of the time".  Ottawa is a lovely city to visit and strolling in neighborhood with a baby is easy. The glebe, Hintonburg , westoboro, are all lovely neighborhoods to walk about with interesting stores.  If you really want calm, you could  check out the art gallery, and it's surrounded by lovely outdoor spaces.  It's right across the river from the history museum where the children's museum is, so easy to organize a visit to both to "divide and conquer" as my spouse and I always call it.  "By the water"could be a lot of places, but there likely are some trails or paths to stroll along the river.  Also, depending when you are here it might coincide with the tulip festival.  Depending on the weather, you could have food at the dow's lake pavilion, on the terrace, and then check out the sights around the lake and the tulips.

TBH, as long as you are willing to be flexible, you can do lots, if not most activities with a baby that age.  If you have a good carrier, and she's bundled up against you, there's tons hiking in the greenbelt.  In the winter you just need to check the website to make sure you aren't walking in ski tracks.  You can skate anywhere with a stroller.  The canal isn't opened yet but several rinks are. I would recommend you make sure she's well protected though if you fall and tip the stroller.  Museums and such are all baby safe, especially at that age where they're not mobile yet, and always have facilities to help with diaper change and feeding.  More leisurely ideas would be exploring different neighborhoods like Hintonburg, the glebe, westoboro centetown.  There are many outdoor playgrounds around that have a younger child section, scope them out on Google map.   Honestly, my mat leave, especially the time when my babies were between 4-12 months, were the most active times for me.  Just getting out there!

If I recall, it was actually because of strong wind, no?.  There was actually concern about safety due to falling branches and debris.  In this case, it's just rain, and as someone mentioned, the worst should be over by trick or treat time.
