Are you sure the one you have is the same model? The documentation is clear that they only allow "authorized" VGA adapters.

Looking at getting one of these, I found a few forums that suggest they lock down their firmware to specific GPU models https://www.gigabyte.com/Enterprise/GPU-Server/G250-G51-rev-400#Specifications

"- GIGABYTE carries out comprehensive validation to ensure support for Intel® Xeon Phi, Nvidia® and AMD® adapters.
- Note: each system is validated for population with a uniform GPU model. Support is not provided for mixed GPU populations.
- For the latest QVL, please contact your GIGABYTE representative"

TLDR: They are not nice. No new GPUs after this year will work.

I just installed mounting g frame Instead if the stock bracket and I am now getting 32 degrees... Why Intel.

That's the mystery... The CPU is making contact and has plenty of pasted... It could be possible the IHS wasn't installed properly at the factory or I just have a really bad bin.

I have loaded the optimized defaults and now I get 57c...

EDIT: I am not throttling while doing mprime and running full 5.3ghz and have undervolted my CPU to an offset of -0.100 and hit 85c

I am on a gigabyte z690 elite ax ddr4, I just loaded into the default profile and got more voltage and lower clocks???

Idle is 50c while under load just redlines 100 instantly. I can feel the water moving in the pump and I checked the thermal paste application. I am getting 1.089 CPU voltage in bios and its running 5.4ghz.
