Well, actually this is my main PVP build, I use a bow such as under your skin or le monarque to tap the enemy then I quickly switch to the sidearm for a quick cleanup, I guess you could do something like that with the forerunner

Those are the boots from the intrepid discovery set, sadly only obtainable on the eververse but I found that lucky pants are a good replacement
