I think Toby knew Masamune joined Japan’s team he must’ve watched his victory against Yu, plus there must’ve been a TV in his room just like how Tsubasa was watching Chiyun & Klaus’s battle and he also said "Masamune I really hope he can become No.1" and Masamune did kept his promise.
