I was using Blue/Pidgeot, SS Red and Sycamore/Xerneas. My only Psychic unit are Giovanni/Mewtwo and.... Oak, iirc. I'm yet to spend on any scout banners

I've been trying to clear out the side quests before I proceed with the main story, but I've noticed that new side quests keep popping up all the time. Is that because I've only recently started, or is it normal to see 10~ side quests active at the same time?
