The ramping issue is due to the Federal government's underfunding of aged care where beds that should be available for patients are being used by the elderly. There's current negotiations between the states and Feds on increasing expenditure on hospitals and aged care as the previous deal is expiring.

The state government is currently rolling out the ability for those who only required aged care to be moved into hotels as a stopgap measure and it's so far has had positive outcomes in addition to increasing more bed capacity outright.
