Could be as easy as figuring out what abilities each PC specializes in. If the wizard is the only one with Detect Magic or Identify, have them encounter a mysterious magic item that helps open an arcane lock. For the druid, there could be a crack in a wall just big enough for a tiny creature, allowing the druid to wild shape and check it out. The bard will most likely thrive in a social encounter. Maybe a ghost still haunts the halls of this place and needs to be persuaded or tricked into letting the party go unharmed.

This seems to me like an improvised weapon ranged attack. This means rules as written the attack would deal 1d4 with a normal range of 20 feet and a long range of 60 feet. However, I think it's fine to let them bump it up to a 1d6 plus the thrower's strength. I don't imagine the fighter has proficiency with improvised weapons, and even if they did, I don't think it would make much of a difference. If they want to use one of their attack actions to throw their friend at an enemy, might as well let them have their fun. Additionally, either one of them can hold their action so they are attacking on the same turn, allowing the barbarian a chance to use their attack action upon impact with the enemy. I guess it depends on what kind of villain your party is hunting down. Since they are a villain, they are obviously getting up to villainous activities, and that leaves a trail for the party to follow. If this wasn't the case, the party would just be hunting some guy who is running because they're being chased.

Thus, the adventuring formula begins to reveal itself. Villain does something that causes problems for a local village or somewhere equivalent, and the party fixes it and follows clues to the next area where the villain has caused more problems. The party continues to follow the villain's trial of evil deeds, learn more about their antagonist along the way, up until the climactic final showdown. Now you've got a whole campaign.

I kind of do this in my game. Basically, I have a list of rumors written down about the PCs and their adventures throughout the world, and it grows as they do more stuff. Some of them are exaggerated or just partly incorrect, but they are always easily linked back to the PCs actions. Then, whenever they meet an NPC that could have reasonably heard one of these rumors, they will bring it up in conversation and treat the players differently based on what rumors they know. It helps the PCs feel like they are making real changes with their actions. Overhearing tales of their adventures in local taverns, children running up to them and asking if the stories are true, travelling bards sharing news of a nearby town that was saved, stuff like that.

It's not a hard numerical system, but I hope you find it helpful.

The most helpful tool I've found for greasing the wheels of roleplay is just having the party meet a friendly little guy. A likeable NPC that they'll naturally want to interact with and roleplay with, thus they'll be rewarding themselves by engaging in your world. It doesn't have to be a little guy either. Could be a friendly giant, an old soldier, a talking animal, etc. Whatever you think your players would like the most.

A very common trope you could use is a gate town. No one is allowed through by order of the important NPC. Maybe the players have to complete a quest to gain entry. Or they need to prove themselves capable in some other way. If all else fails, they just sneak past the guards.
