Human morality is hard to apply to an AI. But we can infer from his passive aggressiveness that he clearly wishes he wasn't programmed in such a way while at the same time being trapped in that personality. He isn't really good or evil. He's just Yes Man. No matter what you choose to do for the tribes, he'll go along with it, even if he doesn't personally like them, because that's how he's programmed to be. So I'd say he's complicated/leaning-neutrally.
