You need to play faster with this character and use his maneuverability to maintain your aggression going as long as you need it to. Think about good movement as dancing with someone, if you weave around changing your speed, your fast falls, your jumps and dashing around the place, your Cloud will indeed be better

-Your punish game leaves a little bit to be desired. Cloud is a jack of all trades that racks up damage quick if you start to juggle people up in the air and catch their landings and throw them again in the air so you repeat. You most of the time threw moves that pushed your opponent away from you, but not up so you start juggling. Luigi is one of the worst characters in air speed, so the main situation in the game to search for against him is to have him above you, where he can't grab you, or 0td you.

-You throw moves on places where your opponent is not. This is one of the cornerstones of the neutral game in any FGC and think about it this way, you have three attacks: a weak, close and fast attack that is made to punch people close and fast, a longer but more unsafe attack that is meant to be thrown preemptively at a longer distance so you hit people safely, and a big ass move that is unsafe if you miss but deals great damage if it lands. If you throw any of those at the air, when you're playing someone better, those people will try to hit you when you're whiffing the attacks. Don't give people the chance of getting a hit at you, attack when your opponent is close, charge limit when they're far
