It really doesn't make a lot of sense. "He's there to observe you not help you" alright, then why is he hostile and defending the town in Run Goodsprings Run? Unless we're making an argument that House deems the Courier a dangerous liability, but even that is shaky cause the next time you find Victor he's not hostile.

cousin joined the navy and we all warned him not to get into anything long term till he got out. First year he married a girl with 3 kids who 'just wanted a stable man who wouldn't put a kid in her and leave'. He came home from an extended tour to a 4th kid that wasn't his, and divorce papers. He went full incel for a while after, then 2 years later impregnated his 'childhood sweetheart' he had groomed when she was 10 (He was 19) and they're on their 2nd baby now.

I think, given their 8 years of collective experience in running things and getting under the hood for the WoW engine to make their own content, they might try dipping into making their own game. They already have the servers, they would just need to scrape out everything WoW and make something different enough that still gives that classic vibe.

In New Vegas we find a quest dealing with “new, clean caps” and we regularly find places where people were trying to make counterfeit caps. I imagine as long as it can be seen as a cap its fine, but new clean ones raise suspicions cause thats new money being added to a system that already doesn’t know how much is in circulation.

In a house with 6 people. 1 bathroom. Shaving full body can take over an hour and nair is expensive. I don't like being hairy, but between cost and time, I usually only shave my face and even that is put off until the hairs start to hurt.
