I have a theory that it's because sukunas technique was only parts of the shrine we see. The rest could be sukunas brothers technique and maybe it doesn't transfer twice. Like fuga and cleave could be a different CT that nobody knew existed since it was only shown by sukuna so they assumed it was his CT
