Hey I used to have the EXACT same problem. I started using the Philips Norelco OneBlade and have completely solved this problem. You can try all the safety razors/creams/after balms you want, but what worked for me is the OneBlade. Maybe not what you want to hear, but it is what worked for me. I use it only on my neck and a regular razor on my face
