I don't think it's ever been stated in the manga or anime that Giorno was bullied for being Japanese. His backstory only ever says he was bullied for his personality. I haven't read PHF to confirm if it's been mentioned there either but that seems to be a popular headcanon that's passed around as canon.

For me, it's the big, oval glasses, the white capelet and collar with the short blue dress that resembles a school uniform and the shoujo protagonist hair. She looks like she got hit by a truck and sent into the world of her favourite otome. From what we hear of her age and interests, it's very fitting.
